Display a message on window startup

Go to Start->Run, type regedit and press ENTER

go to the following key in the registry

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion
\policies\system


On the right side pane look for “legalnoticecaption“, double click on it and enter the desired Caption(This is the Heading of the Notice).

Next below this look for “legalnoticetext” and enter the desired Text. The l text can be up to a page in it’s size so that it can include a set of do’s and dont’s for your computer.

After this just restart the computer and in the next startup onwards you can see the notice information for your computer.

1. Disable the Autorun Option in your CD Rom Drive:
Open your Registry and navigate to "HK_L_M\system\currentcontrolset\services\cdro m"
Change the value of 'Autorun', or create a new DWORD value if it doesn't already exist, and set the value as '0' for Autorun disabled.

2. Disable the Harddisk Lowdiskspace warning in Windows Xp

6. Disable Internet access in Network

7. Disable the ability to Right click on the desktop

Create a DWORD "NoViewContextMenu" and change its value to "0" for disabling and "1" for enabling.

8. Hide all items on desktop

11. Remove "Log off" from start menu

And clear the "RecentFileList" subkey.

13. Empty temporary Internet files on exit (in Internet Explorer)

Enable Task Manager

That's a very common problem for Windows users. Many times when you try to open Task Manager, you find that "Task Manager" option has been grayed out:

Also when you try to run it by typing "taskmgr" in RUN dialog box, Windows shows following error message:

Task Manager has been disabled by your administrator.

There might be 2 possible reasons behind this problem:

  • Your system administrator applied the restriction using Registry Editor or Group Policy Editor.
  • Your system has been infected with virus and it has disabled the Task Manager.

If you are already the Administrator of the system, then your system is most probably infected. You should follow the instructions given in following topic first:

Now if your system in not infected or you have successfully removed the virus, then you can follow these simple steps to enable Task Manager again:

1. Type regedit in RUN dialog box or Startmenu Search box and press Enter. It'll open Registry Editor. If Registry editor is also disabled, then follow instructions given in following tutorial:

2. Now go to following keys one by one:

HKEY_USERS\.default\Software\Microsoft\Windows\CurrentVersion\Policies\System

and look for a DWORD value "DisableTaskMgr" in right-side pane. If you find it, delete it.

3. That's it. Now Task Manager will be enabled.


How to Reset/Recover WIndows XP Password

Many times we face this problem when we or our friends forget Windows password and can't log into Windows. So here we are posting a few methods / utilities which can be used to recover Windows password:

1st Method:

The first thing which you check if you forget login password. When we install Windows, it automatically creates an account "Administrator" and sets its password to blank. So if you have forget your user account password then try this:

Start system and when you see Windows Welcome screen / Login screen, press ++keys twice and it'll show Classic Login box. Now type "Administrator" (without quotes) in Usernameand leave Password field blank. Now press Enter and you should be able to log in Windows.

Now you can reset your account password from "Control Panel -> User Accounts".

Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.

2nd Method:

Windows XP and further versions also provide another method to recover forgotten password by using "Reset Disk". If you created a Password Reset Disk in past, you can use that disk to reset the password. To know more about it, please visit following links:

3rd Method:

If the above mentioned tricks don't work, then try following trick which is actually a loophole in WindowsXP Setup and a big security hole:

A. Boot using Windows XP Setup CD and follow the instruction like Accepting EULA, etc.

B. When it asks to repair your existing Windows installation, accept it and press "R" to run the repair.

C. Setup will start repairing your Windows and will start copying files, etc.

D. After a few minutes setup will restart your system and when it restarts don't press any key when it shows "Press any key to continue..." otherwise Setup will start from the beginning. Don't press any key and setup will resume where it left.

E. Now it'll start doing other tasks and will show a small progressbar with a few details in left side.

F. Look carefully at the details and when it shows "Installing devices", press +F10 keys in your keyboard.

G. It'll open a Command Prompt window. Now type nusrmgr.cpl and press .

H. It'll open the same "User Accounts" window which you see in Control Panel.

I. Now you can remove or reset any account password without any problem.

4th Method:

If all fails, then simply reinstall Windows and create new accounts. To recover lost data, you can use Data recovery tools available on net but the chances will be very low to get data back.

POSTMASTER CADRE


Department of posts issued orders on creation of POSTMASTER cadre in Postal wing. The orders are issued by Ministry of Communications and IT, Department of Posts.

In spite of the long existence of the post offices and challenges being faced by the Department from private players in the field, there had been never been an exclusive cadre for postmasters. The postal assistants , LSG/HSG-II etc are posted to man the posts of postmasters. This system serves the Department quite well till some time back.

But now in order to improve/upgrade the functioning of the post offices , meet the present day requirement of specialization in postal management in the wake of introduction of technology, challenges from market and to increase productivity it has absolutely become essential to ensure that key post offices headed by professional mangers.
Thus in order to insure that professionally qualified trained officials head the key post offices, it has been decided to introduce separate cadre of postmaster.

Sir/Madam,
I am directed to say that Department of Posts operates mainly through its about 25500 Departmental Post Offices. The services it offers have grown in the traditional areas of sale of stamps, booking of Money orders and Registered letters as also in Savings Bank functions, especially where Post Offices disburse NREGA wages to beneficiaries. In many post offices these activities are carried out electronically, new services like e-payment, e-post etc is also offered. Further the Department has also entered into agreements with private players like Western Union for money transfers. In the area of mail, both express, parcel and traditional, the Department of Posts faces tremendous competition. It has to offer excellent services by way of continuous upgrades in quality and in the add on value of its mail products, like IOD, national billing, same day delivery of corporate mail etc.


2. In spite of the long existence of the Post Offices and challenges being faced by the Department from private players in the field there had never been an exclusive cadre for Postmasters. The Postal Assistants, LSG/HSG-II, I etc. are posted to man the posts of Postmasters. This system served the Department quite well till some time back. But now in order to improve/upgrade the functioning of the Post Offices, meet the present day requirement of specialization in Postal office management in the wake of introduction of technology, challenges from market and to increase productivity it has absolutely become essential to ensure that key Post Offices are headed by professional managers. Thus, in order to ensure that professionally qualified, trained and meritorious officials head they key Post Offices, it has been decided to introduce a separate cadre of Postmasters comprising the following grades by carving out the posts from existing General Line posts as ordered vide this Directorates letter No. 13-2/2010-PE-I dt. 03.02.2010.

I. Senior Postmaster 116 Posts
(Rs. 9300-34800 + Rs.4800 Grade Pay)
II. Postmaster Gr – III 495 Posts
(Rs.9300-34800 + Rs.4600 Gr. Pay)
III. Postmaster Gr-II 511 Posts
(Rs. 9300-34800 + Rs.4200 Gr. Pay)
IV. Postmaster Gr-I 2097 Posts
(Rs. 5200-20200 + Rs.2800 Gr. Pay)

3. The Recruitment Rules of the above stated grades have since been framed and notified. A copy of the Recruitment Rules called the Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade ‘ III and II’ – Group B non – Gazetted) and Postmaster (Grade I-Group C non-Gazetted) Recruitment Rules, 2010, dated 9th September, 2010 is forwarded herewith.

4. The number of posts in the various grades of the Postmaster carved out of the existing General Line Posts in various Postal Circles is being issued separately.

5. Thus it may be noted that:
I. A separate cadre of Postmasters has been created at the level of LSG, HSG-II, HSG-I and PS Group ‘B’ by carving out the cadre from the existing General Line Cadre Posts in Postal Wing and PS Group ‘B’ and designated as Postmaster Gr –I, Postmaster Gr.II , Postmaster Gr.III and Senior Postmaster.
II. Initial constitution of the various Grades of Postmasters shall be done by inviting options/applications from the existing incumbents of LSG, HSG-II, HSG-I in Post offices and PS Group, ‘B’.
III. In subsequent years all the vacancies in Postmaster Gr.I shall be filled up through a Limited Departmental Competitive Examination, From amongst PAs with 5 years regular service in the grade.
IV. All the vacancies in Postmaster Gr. II Posts shall be filled up by promotion from amongst Postmaster Gr. I with 6 years regular service in the grade (including regular service in LSG, if any).
V. All the vacancies in Postmaster Gr. III posts shall be filled up by promotion from amongst Postmaster Gr. II with 5 years regular service the grade (including regular service in HSG II, If any).
VI. 25% of vacancies in the grade of Sr. Postmaster will be filled up by promotion of Postmaster Gr. III with 2 years of regular service in the grade (including regular service in HSG, I if any) and 75% by Inspector of Posts (IPOs) with 6 years of regular service in the grade on the basis of Limited Departmental Competitive Examination (LDCE).
VII. The officials in PS Gr ‘B’ and Senior Postmaster (Gazetted) would be eligible for induction in IPOs, Gr ‘A’ on the basis of a consolidated eligibility list.


6. To begin with the Postal Circles, as per the provisions of the Recruitment Rules, may call for the options/applications with their bio-data from the willing officials holding the posts in the equivalent grades for appointment as Postmaster grade I, II and III respectively. While inviting for the applications it may be categorically stated that:
I. Once and official submits his application he will not be allowed to withdraw the same.
II. Officials who are still left with at least two years of service to retire may only apply in order to avoid their dislocation at the fag end of their service.
III. In the event of their appointment as Postmaster their further career progression will be in the hierarchy in the Postmaster cadre only as per the provisions in the relevant Recruitment Rules and not in the General Line.


7. The applications so received may be scrutinized to find out the eligibility of the applicants. Thereafter the applications of the eligible applicants may be placed before the Screening Committee mentioned under Col. 11 of the respective grades for assessing their suitability based on their ACRs and vigilance clearance provided they attain the minimum bench mark of ‘Good’ Those who are found suitable they may be arranged in the order of seniority for appointment in respective grade of postmaster as they enjoyed in the General Line.


8. If after filling up the posts as per procedure mentioned in above paragraph certain number of posts still remain unfilled the same shall be filled up by promotion as per the provision contained in col. 12 of the respective Recruitment Rules. It may please be noted that in that event the unfilled posts in Postmaster Gr. I will have to be filled up on the basis of Limited Departmental Competitive Examination. The pattern and scheme for Limited Departmental Competitive Examination to fill up the vacancies in the grade of Postmaster Gr.I would follow shortly.


9. All the Postal circles are requested to follow the time-line mentioned below to fill up the posts of Postmaster:
(i) Date of Issue of Circular calling for the options/applications for appointment as Postmaster Grade I, II and III. - 14.12.2010
(ii) Last date for receipt of options/applications along with bio-data - 15.01.2011
(iii) Completion of scrutiny of applications and obtaining Vigilance Clearance and ACR dossiers. - 31.01.2011
(iv) Submission to Screening Committee. - 10.02.2011
(vi) Submission of the minutes to the appointing authority for approval - 01.03.2011
(vii) Issue of appointment orders - 16.03.2011


10. Thereafter the Postmasters so appointed may be deputed for training immediately in consultation with the Training Division of the Directorate.

Cadre Restructuring of Dept of Post


CADRE REVIEW

A formal meeting for discussion of the cadre review proposal was held on 27.12.2010. There was no concrete decision arrived in the meeting but there was more progress. The following are only the gist of proposals.

1. Postman: - The present establishment inexistence in this cadre is as follows

Basic – Postmen : - 46381

Mail overseers : 2955

Cash overseers : 739

Head Postmen : 594

Sorting Postmen : 2456

Overseer Postman : 424

7168 - 7168 (Around 16%)

Among the above establishment, TBOP - 12900

BCR - 3195

(No figures on MACP I, II & III available)

At present, there is no supervisory cadre in existence for Postman. Earlier Mail overseers, Sorting Postmen etc were called as LSG and there after it lost significance after introducing TBOP/BCR promotions.

It is proposed by the staff side to provide three promotional layers to this cadre by keeping 70% in basic, 15% in the first, 10% in the second and 5% in the third promotions. It is suggested that out of four postmen, one of the post may be identified to supervise the other three postmen in ensuring 100% articles taking for delivery and remarks in the return apart from his delivery work. Similarly the postman entrusted with Data work for preparing delivery slip, taking returns etc may be provided to the status of next promotion layer and similarly the existing Mail overseers etc may be brought to the third promotional layer.

Since the cadre review pertains only to improve the promotional posts and not to review the pay scales, the pay band may be decided like 2000, 2400, 2800 & 4200 for basic, I, II & III Grades retrospectively.

2. Multi Skilled Staff (Group D)

There is 37757 Multi skilled staff in existence in the Department out of which 17700 in Postal and 14000 in RMS and the remaining are working in administrative offices.

Since the MTS are not getting any II & III MACP promotions and even some are not getting MACP I also, special attention is required. It is suggested to form three layers of Promotion like basis 70, 1st 15, 2nd 10 & third 5% of posts. It is suggested that the MTS assisting Treasury & Sub Accounts may be identified as higher posts. Similarly van attendant, Jamedar in RM and Record Keeper, Chowkidar etc may be identified as higher posts for providing promotions. Since MTS (Group ‘D’) is a common cadre for all Central Government employees, the identification of area and responsibility becomes a must for consideration of care review proposals.

As on date, the total number of supervisory posts works out only 12.35% it is suggested that all the single handed & double handed post offices may be identified as LSG Posts (Single handed offices 11395 & Double handed offices 6719). Since the elevation of pay band with Grade pay Rs. 4200/- is not immediately possible to LSG since it has long process and left the decision with nodal ministries, the present LSG posts 6989 posts may be merged with HSG II cadre. (For example 2899 LSG offices plus 3732 Triple handed post offices & plus other LSG Posts). Similarly the present HSG II & HSG I posts shall be amalgamated. There will be no change of Grade pay in any cadre since it will not come under the jurisdiction of cadre review.

It is suggested that the nomenclature of existing LSG, HSG-II & HSG-I shall be revised as Supervisor/Manager, Senior Manager/ Supervisor, Chief Manager/Supervisor respectively. It is further suggested to convert the HSG-I as Gazetted as if equal to the present status of Asst. Supdt. of POs.

Whatever be the increase in the number of Supervisory post, it will have simultaneous reflection in the Post master’s cadre also.

After identifying the number of Grade I, I & III posts from the Postal Assistants, separate cadre for PO & RMS Accountants, Systems Assistants, Marketing Executive will be carved out from the promotional posts and declare the posts as promotional posts to Postal Assistants.

(i) The PO & RMS Accounts qualified officials will be placed in Rs. 2800/- grade pay and on qualifying they may be engaged in accounts branch. A separate promotional avenue can be carved out for APM Accounts from the existing LSG, HSG II & HSG I Posts.

(ii) Marketing Executive will be placed in Rs.2800/- Grade pay and a separate cadre will be explored in higher promotional posts.

(iii) System Administrators will also be carved out similarly to this. However, it is suggested that in respect of System Administrators, they may be placed in the Grade pay of Rs. 4200/- as if available in other Governmental organization. PMAs will be brought under the category of System Assistant.

(iv) Similarly there are 300 DOPLI and they may be placed in the Grade Pay of Rs. 4200/-

In respect of RMS, What is the proportion maintained in Postal Assistant cadre in higher posts in the postal, that will be maintained.

Circle office staff

In respect of circle office there are 2400 officials working and at present there is only one promotion of section supervisor with Grade Pay of Rs. 2800/- available.

It is proposed to form II layer of promotion as deputy office superintendent with Grade Pay of Rs.4200/- and elevate the office superintendent with Grade Pay of Rs.4600/- Similarly another layer of Director with grade pay of Rs,4800 may be formed. The Percentage proposed is 50 + 20 + 15+ 10 + 5. There are 59 regional offices in which, it is suggested to upgrade the office supervisors. Similarly all PLI section officers may be elevated to the status of office superintendent.

SBCO staff

Total staff is 4100. There is no HSG II at present. It is suggested to provide four layers of promotions with the ratio of 50:20:20; 5: 5. The SBCO in charge of All Gazetted HPOs (116) may be converted to HSG I. There are 442 divisions and all the in charge of such divisional head quarters may be considered for HSG II. It is further suggested that the in charge of SBCO having up to 50,000 entries may be converted to LSG, above 50,000 up to 100000 may be to HSG II and above 1 lakh, it will be HSG I, Similarly all working in (PWCs/ICOs shall be placed in promotional posts.

Matching Savings

Official side proposed to accept closure/ merger of 3000 single handed post offices/ RMS offices as matching savings in urban areas which will be decided on the following grounds:

i. Offices having less than five hours work load (excluding sub accounts work)

ii. Post offices situated within 2.5 kilometers.

iii. The personnel relieved due to the closure/merger will be accommodated in the single/ double handed offices where work load justify for further augmentation.

The staff side seeks time to discuss on matching savings among them and to form a joint proposal on all the above discussed items.

Please note that the above proposals are not accepted totally and it were in the discussion stages only. A broad consensus and discussions are required to improve many of the items mentioned above. Staff side will sit shortly and discuss the above and submit its proposal shortly. The next formal meeting will be held on 22.1.2011 at 11 hours to finalize the proposal.
